Policy and Legislation Action Group

The Policy and Legislation Action Group (P&L) supports policy intervention coordination and the identification of policy priorities across public and private sectors that further the Aloha+ Goals. This Group, open to all, convenes members to discuss opportunities to leverage policy as a mechanism for Goal achievement at the state, county, and federal levels. The group engages a broad Network of stakeholders to move beyond sector-silos in order to build coalitions around mutually supportive sustainable futures.

Green Fee

HGG is a champion of the Hawaiʻi Green Fee (passed in the 2025 session) and related legislation for the 2026 session. We coordinate with the leadership of the Care for ʻĀina Now Coalition for legislation and related action.

Bill Tracker

The Hawaiʻi Green Growth 2026 Bill Tracker provides key progress updates and calls to action on supportive Aloha+ related legislation. The aim is to facilitate information sharing across the HGG Network and create coalitions of support via policy mechanisms for advancing our sustainability goals through legislation. HGG pulls from Capitol website data to update the Google Sheet daily via an automated integration tool to get real time Bill status updates and then customizes the calls to Action with individual member organizations and bill supporters following the Billʻs progress closely.

How to use it: The HGG 2026 Bill Tracker provides information for key network bills needing support, by giving testimony, attending community events, or action days. Please submit testimony for relevant bills by clicking on the hyperlinked bill number (Column A), then click the orange “Submit Testimony” button on the website. You will then have to register or log into an account on the www.capitol.hawaii.gov/ website in order to submit testimony (either via written testimony only; remotely via Zoom and submitting written testimony; or in person & submitting written testimony). You can browse and filter bills by requested actions or hearing deadlines.

Notable Updates

In September 2025, Hawaiʻi Green Growth and the Watershed Partners on Maui convened for a “State of the Watersheds” workshop with natural resource and wildfire management experts and state policymakers to discuss the “state” of Maui watersheds and policy mechanisms for supporting them. In May 2025, Hawaiʻi State Legislature passed Senate Concurrent Resolution 183, reaffirming the statewide commitment to the Aloha+ Challenge and for HGGʻs stewardship of the Challenge and six Aloha+ Goals. Read it here.
