Mālama Mandate
The Aloha+ Challenge was inspired by island leadership commitments, and builds on a legacy of community initiatives including Hawai‘i 2000, Mālama Hawai‘i, and Hawai‘i 2050 to support collective action.
Aloha+ Dashboard: Measuring Hawaiʻi’s Sustainability
The Aloha+ Challenge Dashboard is an online open-data platform to track progress, provide accountability and ensure transparency on Hawai‘i’s sustainability goals. The Dashboard was developed through a multi-year process that engaged hundreds of diverse public, private, and community stakeholders across the state in partnership with the four counties to identify agreed statewide indicators.
Hawaiʻi's Voluntary Local Reviews
Hawaiʻi’s Voluntary Local Reviews assess progress to date and provide benchmark data to inform decision-making, including on economic recovery, through the Aloha+ Challenge.
Hawaiʻi is the first state in the nation to present a comprehensive Voluntary Local Review at the statewide level – which includes all four counties – and joins cities from Los Angeles to New York City, Bristol, Helsinki and others around the world that have reported progress. Produced by the Hawaiʻi Green Growth in collaboration with network partners from across government, business, and civil society sectors, the report covers data on the Aloha+ Challenge, based on metrics that were co-developed by partners statewide across all four counties and used to track progress through the open-data Aloha+ Dashboard.
2025 Voluntary Local Review
This third VLR, released in 2025, provides a comprehensive update on progress achieved over the past five years and reflects Hawaiʻi's collective journey at the midpoint toward the Aloha+ Challenge, Hawaiʻi’s 2030 localized sustainable development goals aligned with the global SDGs. As indicated in the report, Hawaiʻi’s youth have not only embraced this important commitment, but champion innovative solutions and a place-based vision that aligns with indigenous values.

2023 Voluntary Local Review
As the halfway point to 2030 approaches, this second Voluntary Local Review shares Hawai‘i’s current status and challenges. Each goal has specific indicators and targets that serve as milestones for measuring progress and highlights the actions and initiatives by state and county governments, contributions by civil society, the private sector, and community stakeholders.

2020 Voluntary Local Review
Hawaiʻi's first statewide Voluntary Local Review assesses progress to date and provides 2020 benchmark data to inform decision-making, including on economic recovery, through the Aloha+ Challenge - Hawaiʻi's framework to achieve the UN Sustainable Development Goals.
